This is logged as bug 4714779.  I am have not determined yet whether we will exclude the tests for the issues you raised or issue a patch.

I am hoping to issue a patch.

Problem Description: In this testcase TCK code is trying to enforce that getContentId() should return null at Line 186 (of src\com\sun\ts\tests\saaj\api\javax_xml_soap\SOAPPart\GetContentIdTestServlet.java). This not a behavior specified in the SAAJ spec. The SAAJ spec DOES NOT say that a soap part should not have a content-id (Axis automatically generates one when the soap part is created).
