Im sorry for sooo many posts today. I solved my problem. In the example the services.xml file should have included an operation tag: <service name="MTOMFileService"> <parameter name="ServiceClass">com.akimeka.attachments.MTOMFileService</parameter> <operation name="getFile"> <messageReceiver mep=http://www.w3.org/2004/08/wsdl/in-out class="org.apache.axis2.rpc.receivers.RPCMessageReceiver"/> </operation> <parameter name="enableMTOM">true</parameter> </service>

(something similar to #1) The file must pass through contained within the soap response message. Sending a weblink is not appropriate for this application because of security constraints.
