Must be the 3.0 version of MSSTK that defaults to document, right, as it was
rpc/enc before, I believe.

I dont think Apache is a member. People who work on the projects may have
day jobs by members (disclaimer, me too), but that doesnt mean that the
apache codebase will embrace the WS-I spec wholeheartedly, as that is a
matter for a democratic vote with the usual apache veto rules.
