The basic web services includes with the Microsoft .NET Framework 1.1 does NOT include support for WS-Security.  I believe the the recently announced
Web Services Enhancements for Microsoft .NET does include support.  Please see http://microsoft.com/downloads/details.aspx?FamilyId=06255A94-2635-4D29-A90C-28B282993A41&displaylang=en for more information.  Please be advised you would have to deploy this supplemental package to your clients.  Microsoft considers this package an early release and makes no statements regarding long term support.
 
Be sure to check out MSDN and IBM AlphaWorks.  I seem to recall an article on the subject.  If you get an example working, please forward so others may benefit from your experiences.

.NET 1.1 Web services supports WS-Security which means that you also
have the option of passing from AXIS client a WS-Security <PasswordToken>
as part of the SOAP Security header.
 
However, AXIS does not support the ability for applications to set the Password
token and add it to the SOAP header.
 
I believe IBM version of AXIS does support this functionality.
