Why have an AxPreCacheOutputTransformer? Why not add another stylesheet? After all, they are the ones doing regular transformation. That charset thingy could register itself as a special kind of stylesheet that only works at the end, just like other language modules we have, HtmlDoc for example.
No one said there should be a (horribly named) directive to match! Just that the functionality should be there. I guess that by stylesheet you mean a module of some form doing the transcoding, not an empty XSLT with output charset set to whatever you want :)
