I'm just one of the (former) core developers, and therefore only
speaking for myself. I think that there are issues with the current
state of a number of Perl/XML projects that need to be addressed, AxKit
being one of them.

It may help within any Perl project for solution it will brings.

I don't think that splitting off into another mailing list will bring
any good, in fact to be honest I think that doing so will likely kill
off any effort to move forward and waste a lot of energy.

I therefor vote for keeping it in the axkit-dev mailing list.
