Denis, It is not quite that simple. They (the parents of new newborn) due to their circumstances may have had no choice in the matter and were unable to participate in the church. Due to church rules they may have not been able to make good their situation which would render them unable to attend services.
You may ask next then how come their child was baptised? Here it is different, church's dogma regarding baptism is to save souls and they had an obligation to the child. Further to this the priest usually writes "whom I know well and who are parishioners of this church and live in this or that parish". In this case he was saying they were from a different church he didn't know them because they didn't participate in the church but lived in the parish.
