Rick, that's a misinterpretation.  Most adults are "sui juris" for it means
in latin "fully responsible".  The one who possess full civil rights and is
under no obligation with the law or parents" and it also apply to married
persons. In the 1800's the Church used it often to mean single/independent
person.

Here's an excerpt of the Canadian Act of Alberta. and link if you wish to
