It's not you. In fact they did change the securities. I wrote to them about this problem to which they replied we can still obtain the certificates by accessing the option as shown below. They insisted we did not need Citizen id number to acess it but the many times I tried and couldn't get in. Hopefully you can read portuguese to follow their instructions below.
