How about news stuff? Let's say a newsflash based on a press release from 10 Downing Street. Library pictures would be used - surely the BBC film these and therefore own them? They employ the newsreader, own the studio in which it was made, commissioned the music and titles. The press release is exactly that, so I can't think they'd be to snotty on the copyright of it in that way.

Or am I missing something obvious?
