I suggest you go back to Tom L's email. What percentage of the production costs, including the profit margin
of the production company (is it produced by an outside production company?) of e.g. Holby City, which is on tonight, was payed for by the license fee? I would guess, not being a tv person, that it would be all of it. Am I way off?
