Ubuntu is a distributor of free software - the GNU operating system,
the Linux kernel, and many other parts. When you combine the GNU
operating system with the Linux kernel, you have a GNU/Linux operating
system (or GNU+Linux, although I think the / looks nicer
typographically I tend to say GNU plus Linux)

There is clear information about this on the GNU website.
