<rant> Can I have a "why oh why?" moment. The BBC transmits six live streams of TV channels. Two are split: BBC3/CBBC and BBC4/CBeebies. Two are News and Parliament. BBC3/CBBC and BBC4/CBeebies are UK-wide streams. BBC One already has a HD channels. So, there's two HD slots on Freeview HD and four on satellite and cable. Why not make BBC3/CBBC and BBC4/CBeebies HD on satellite and cable. On Freeview HD, use the bandwidth for two of the four HD channels. For the other two streams either a) Providide a low-bandwidth SD service over MPEG4 for the other two streams; b) Provide a no-bandwidth MHEG5 or static MPEG4 caption for the other two streams with "retune to 2 [or 7 or 9]". Then you can scrap the silly "HD channel".
