Well, as excluding with smb uses regexp, maybe you could try

$Conf{BackupFilesExclude} = {
         'D$' => ["System\ Volume\ Information","RECYCLER"]
         };

without the first slash and with double quotes

With this, any directory called "System Volume Information" should be
exclude, it can be anywhere in the share. You need to take care because
if any other directory you want to backup is called the same way, it
will be exclude (but there is a very little chance :p)
