Is there any reason whey File::RsyncP ignores the --partial option and 
the --partial-dir option?

The problem is that I am trying to remote backup over a 256K VPN. 
Everything is working fine ( as is the local backup) except when a large 
file was created and Rsync could not transfer it within the time out 
period. The very frustrating thing is that despite spending 6 hours 
transferring most of the file, the partially transfered file was 
deleted, and I was left with nothing on the remote computer. This cycle 
then repeats it self, wasting vast amounts of time without actually 
getting anywhere.

When I was just doing a simple Rsync backup, if Rsync did not complete 
the transfer of file for any reason, it would keep what was transfered, 
and then resume from that point next time. This at least meant that 
eventually even huge files would be transfered.

If File::RsyncP could keep the partial transfer in its partial-dir 
directory, even if BackupPC didn't want to know about the partially 
transferred file, at least next attempt File::RsyncP could pick up from 
where it left off.
