With rsync you can't really go by the transfer rate because anything
that is the same as the last run won't be transferred, but both ends
need to read the old copy and if there are difference the server will
make a new copy on disk. The server disk and CPU speed are probably the
limiting factor, although rsync also needs a lot of RAM if any run
contains a large number of files.
If you are doing weekly fulls, you might get by if you force a full run
to start on Friday evening so it has the weekend to complete.
