If there are security implications from disclosure of a port publicly (security through obscurity) then you have much larger problems; at any rate, this is not related to your issue.
Concerning mod_scgi not being enabled, that may be the case, but I don't know how to enable it. I know that on a debian based system, I would enable the module by use of "a2enmod". However, there is no such module enabler on Fedora and the apache documentation doesn't really say how it is done. Any suggestions as to the command to use?
I'm no Fedora expert, but I'm not aware of a Fedora repository that offers mod_scgi. So you have a few options:
-) Locate a repository that does offer this (good luck!) -) Build Apache (and mod_scgi) from source -) Switch distros to one that offers mod_scgi -) Use something other than Apache for scgi (e.g. lighthttpd) -) Use something other than scgi
