I had a look on Codeberg and it looks promising. I personally use Gitlab in most of my non-public activities (typically corporate projects) and I am very happy in general to not rely on Github all the time. That said, it is also true that most OSS activities are still tied to Github ecosystem even after their take-over from Microsoft, so I also think we have to deal with it at least on the shorter terms. I have proposed a pipeline for the Github-specific activities during release, that I think should be accepted because it removes some burden, and can be discarded as soon as another hosting/CI solution is selected for the project.
Concerning the delivery of the release tarball, it can be made through Git, I am totally fine with it (although binary storage is not a great fit with Git), as I can also just build it myself from the tagged sources. That said, the official documentation states (so far) that the release tarball is distributed through the release pages in the Github project, so we should either have it that way to not have end-users puzzled, or find another hosting solution and update the documentation.
