At this point, I've confirmed that apache is getting connections from you, but 
the cdash application never seems to notice.  Based on this, it looks like 
your regression uploads - which appear to be larger than normal - are bumping 
into the PHP upload limits.  I've cranked these way up, so we'll see how 
tonight's run goes.
