So you see there are purged tapes to be used, but bacula will be waiting
for a tape that is not in the changer.

Now if you mean that that tape should be used -- no probably not because the
InChanger flag is not set, so Bacula does not think it is in the changer.
It just occurred to me in examining your longer list of volumes that this
could happen when a Volume is marked in Error. It will have the InChanger
flag removed (it probably should not if it is marked in Error), then later
when the volume is Purged, it will not appear to Bacula that the Volume is in
the changer.
