Note however that Bacula will still perform a full backup the first
time that a fileset changes after adding the "ignore fileset changes =
yes" option.  Subsequent fileset changes will take effect without
triggering another full backup.

I found this confusing when I tried it, until Arno pointed out that
that's just the way it is.
