Aha, I have changed bacula-dir startup command by specifying user/groop as 
root instead of bacula and it worked. I can connect via bconsole and query 
director now. So this is a permission problem. Probably missed something in 
the original spec from 1.38.11 rpms that I tried to mimic with my source 
build configuration. Will keep debugging.

Sorry for all the fuss, I was losing my nerve lately. After all, this upgrade 
was supposed to be a simple 20-minute job...
