Hi Jason, I had the same problem before. The volume is already labelled, so Bacula will not relabel it. But it's not in the catalog, so you cannot use it for backups. I got around it by using the "add" command to update the catalog only, without trying to label the tape.
Run a test job to make sure it worked, but it did fix the problem for me. Hope this helps.
