I added "job retention" to each pool and this seems to work.
Strangely I had never needed this in any other setup.

I looked in the docs and it doesn't indicate any default.
Actually, in the section titled "Client Resource", when talking about Job retention, it says:
The Job retention period can actually be less than the value you specify here 
if you set the Volume Retention directive in the Pool resource to a smaller 
duration.

Since I hadn't set it, I thought "Job retention" from client resource should have been authoritative.
