I should have been more precise. It wasn't technically written by the House of Justice, much as letters written on behalf of the House of Justice are written by staff persons at the Secretariat. The following is from the preface to that document (written by the House of Justice): "Century of Light, prepared under our supervision, reviews these two processes and the relationship between them, in the context of the Bahá'í Teachings.
