Neither Shoghi Effendi nor the Universal House of Justice have taken a position on that issue. Of course, there are different types of Zionism. The great neo-Chasidic existentialist, Martin Buber, who actually lived in the Holy Land, was strongly opposed to political Zionism - to the establishment of a Jewish state in Palestine - but he supported cultural Zionism and the right of Jews, as well as anyone else, to move to Palestine. For what it's worth, my own views are pretty close to Buber's.
