Dear Hasan, 

I'm not entirely sure to what extent Persian Baha'is living in the 
West are subject to different laws. I mean, is an American born of 
Iranian parents considered Persian or Western for Baha'i legal 
purposes? What happens if they don't speak Persian? But as for their 
being certain letters directed to Persian Baha'is living in the West, 
these are rather infrequent and have to do with specific concerns of 
the diaspora community. I don't see that as any more of a problem that 
the House directing special messages to youth, or women, or indigenous 
Baha'is.
