cleaning out the culutral biases in this document, as my own  bias perceives 
them to be:
1. unless your ancestorsx never left the olduvai gorge, you are not indigenous, 
except by some special definition.
2. the documnet appears to create a special definition--
ongoing refusal to submit to what sociologists term " assimilation".
  the document appears to say, in context to those of us who recall wounded 
knee and can draw a resource map, that much of the planet's "nuclear" resources 
cannot be made subject to assimilation, and other resoruces as well may be so 
freed from the yoke of conquest.
 the nations which are named as having voted against have done the poorest job 
of annhiliating or assimilating people with more indigenous claims than the 
present linguistic/cultural majority in other countries.
  this statement  >>might<< conform to some statments by the Master about the 
leadership role to be had by first nations peoples.
   it >>>might<<< further conform to a Statement that in the future there would 
be more kings.
 in my own fevered hopes, it might be an acknowledgement that all cultures are 
based in religion, and that in matters of religion there can be >>>no<<< 
compulsion.
 thus, until the UHJ tells me what "gambling" is, and what to do about it, 
other than, as the Guardian has already indicated, not use it as a Fund raiser 
for the Faith, whether or not any one else devotes real erstate and resource to 
its furtherance has nothing to do with me. and should the UHJ tells me such, 
there would be no effect on my relationship to choices others make, other than
