The re-estabishment of the monarchy worked well for Spain, after 
Franco. The point of having a monarch is not that he/she rules 
particularly well, but rather that the country does not have an 
elected president. Therefore the executive power has to be vested in 
a cabinet, not in an individual. 

Compare what has been achieved by the actions and policy of President 
Karzai in Afghanistan, with what King Juan Carlos has achieved by 
being a 'mere figurehead', in Spain. The failure to restore the 
monarchy in Afghanistan was a tragic mistake. A cabinet you see can 
include representatives of various ethnic groups, regions, and to 
some extent political leanings, whereas a President is but a single 
person -- a failing for which there is no remedy, however brilliant 
the person may be.
