no.... it's not illegal. But they are hoping to find someone, who,
maybe does not realize the true value of what they are holding.
Elwood's 'widows and orphans' come to mind...You know what I mean,
they are hoping to get lucky by another's ignorance or to razzle-
dazzle with some big front money.... and then laughing all the way to
bank.... I find that on the extreme side of 'unethical' at the very
least.  And I would be willing to bet that there is more than one scam
artist working the territory  ---  at least, if the state authorities
know who is skulking in the bushes they can keep an eye out for legit
deals and the ones who ARE scamming...  and if they do find scammers
then the State will out out news articles so people can watch their
backs.....
