I think it means intimidation and presuming that others will be coerced or fooled into giving up their inheritance. ie A person can walk around masked and armed, and not break the law, however they can terrorize others into actions they wouldn't otherwise make if they, the bad guys, weren't suited up to cause fear or misrepresent the facts in the first place.
