I am assuming that "well file numbers" are assigned by the state in
sequential order from oldest to newest.   Lowest numbers were assigned
going all the way back to the 1950's.  I think the current numbers are
reaching 18,000 or more by now.

I've notice on the Current Confidential Well List that there are quite
a few wells that have low "well file numbers" like the ones listed
below.  The first one is file number 6454.

It seems these both must be a very old (and fairly old)  oil wells
given their low file numbers.

I thought there was only a 6 month grace period where a well could be
kept confidential.   How could a well with a file number in the
hundreds be listed as confidential?   Am I missing something?
