Thanks for your inquiry.
There is no Bangla "plane" to speak of. All Unicode characters are equally
accessible, and many punctuation elements are used across several scripts.
You should indeed use 0964 as the danda for several scripts, including
Bengali. Also 0965 is the double danda for these scripts.

Chapter 9.1 on Devanagari has information that pertains to several
scripts, and some of the other abbreviated block introductions refer to
9.1. (In the next edition of the book, we hope to have longer introductions
for many of these scripts.)
