Sorry, we have only tested up from Fedora 19 and it seems Fedora 18 does not ship with Zend Framework 2. I feel sorry, but as Fedora 18 is pretty old now, we are going to disable the build, so there won't be any updates or Zend Framework 2 packages from our site.
