As per your suggestion, I tried a fresh install of Centos7
yum refused to install webacula because of a php-Zend Framework dependency but 
Zend was already installed during the installation of bareos-webui. Looks like 
a bug on the yum dependency list.

Also, I notice that the contrib repo for redhat/fedora systems are in a mixed 
state, some have zend in it, but version 1, etc etc. Probably they are not up 
to date.
