My Setup: Baruwa puppet toaster on CentOS 5 

The Problem: external senders are getting a delay DSN on their end.  Mail
usually comes through to us though.  Sometimes it doesn't!

What I've found so far: looks like exim is blocking the emails for certain
senders.  Log files from /var/log/exim/reject.log are littered with host
lookup errors as such
(names & ip's changed to protect the innocent)

(Why every minute? even after the message is delivered?)

I've done a reverse dns lookup on the owa.mycustomer.com and found it
doesn't exist.  I've informed the sender of this.  (it now exists)

I looked at the exim mailing lists for similiar problems/resolutions and did
find similar issues with the resolution being adding the ip to a whitelist. 
So I'd like to do this.  I looked into the config files /etc/exim/exim.conf
but the first line says:

# File Managed by Puppet

Now, not being versed in Puppet or exim I'm at a loss where to whitelist
this ip.  Plus, in the config I don't find any reference to reverse lookup
