Select 'Download BASE' at http://base1.thep.lu.se/ and download version 1.2.17b. Follow the instructions in the package to upgrade from 1.2.16 to 1.2.17b
The 1.2.20/21 is a reference to the underlying database schema version and not the BASE application version. It is a little bit confusing.
