I did some poking at this a little while ago and my first suspicion
was the RunnableQueue but when I instrumented it everything looked
good to me. So perhaps the problem is the SVGAnimatedTransformList.

I got it working for gradients. I'll put it up as a branch so you
can look at it.

Well, the problem is that when the tile grids get
unaligned performance drops so that static is no faster
and might be slower than straight rendering (depends a
bit on the complexity of the content). I would rather
hold this off because of this, although in cases where
it helps it can help a lot.
