I'm one of those who lives on quite a few bleeding edges
and doesn't have the time to do so with bbdb as well.

Hence, I've been looking forward -- for months! --
to see a release plan for bbdb 2.2.
[feature freeze, pre-release, testing, etc...]

For you developers, it would probably mean to CVS branch into a 2.2
version (to be stable, only *real* bug fixes),
and 2.3 for new features, experiments, etc...
We do so similarly for the R project (www.R-project.org),
calling the two branches "R-release" and "R-devel"(opment).
