Yes, please nail something like a release plan for 2.2.
Do a ``feature freeze'' as soon as possible,
starting a 2.3 branch at the same time (or even a bit earlier),
and then just only fix the remaining important bugs in pre-2.2.
Jould could then even keep 2.2 as `stable' and even have 2.2.1 , 2.2.2
while still continuing new developement in 2.3.
The important and not quite trivial but still easy part is the
regular ``merging'' of 2.2.x fixes into 2.3.
In our GNU project (www.R-project.org), we have been doing this for a few
years now, quite successfully. We even have some notes on how to
go about the branches, merging: On http://developer.R-project.org/
look at "CVS tips" and "developer guidelines"
