100%, since if there is some decoding necessary it means you
cannot do it just by narrowing or the like, so there is a
presentation buffer taking just the content which should be
visible.

Or in other words, if you are noticing headers which might
be encoded (e.g. From, Subject, ...) those will ONLY be
decoded in the presentation buffer.
