Yes, this is a problem of Melpa.  If you download BBDB from git and
then configure and compile it, the package version and date are
properly substituted by autoconf.

If you wait a few more days, BBDB 3.1 will be released. Then it will
be easier to properly install BBDB then right now when you need a
rather recent installation of autotools for this.
