Perhaps I'm missing the point here, but surely if the foreign site
does not run ftp or sftp servers, then Interarchy and Transmit are
out of the game completely. The query (feature request?) is "does
(or could) BBedit provide scp access" (I don't believe it does!).
However a server that provides scp access but not [s]ftp access seems
a pretty unlikely setup.

I'd be pretty surprised if Interarchy really couldn't handle this,
but there's another software option you can try:
