I don't know if this is a bug or not, but for the record, many Text menu commands *do* behave the same way (i.e. if there's no selection, the cursor is moved to the end of the document):

Straighten Quotes
Add/Remove Line Numbers
Prefix/Suffix Lines
Sort Lines
Process Lines Containing
Entab
