What happened to "Start at Top"?

Nothing. "Start at Top" is still available in the old-style modal Find  
interface.

If you prefer the old-style interface, it is still available. You can  
enable it by checking "Use modal Find dialog" in the "Text Search"  
preferences.

The new non-modal Find window does not have a "Start at top" option.  
It has "Next" and "Previous" action buttons that also start searching  
from the selection.

"Start at top" isn't appropriate in this context. If there were such  
an option, it would either have to be automatically turned off when  
you clicked "Next", or it would always find the first match within the  
document, no matter how many times you clicked "Next". (Being able to  
leave the window open and work with it interactively is one of the big  
advantages of having a non-modal Find window.)

If you wish to search from the top of the document, you can type  
Command-Up-Arrow to move the insertion point to the top of the  
document before bringing up the Find window.
