Have you tried BBEdit's "Markup -> Close Current Tag" command? Assign
a keyboard shortcut (if it doesn't have one by default) and you've got
something very similar to auto-closing except that *you* control if
and when it's triggered. This nicely works around Bill's concerns of
erroneous insertions when editing existing markup.

I use clippings for this. Other options are BBEdit's "Markup -> Tag
Maker..." and "Markup -> Edit Tag..." commands. None of these options
do exactly what you're looking for but might give you some ideas.
