PyYAML has a pure Python implementation, so installation really
shouldn't be a problem.  If you're having problems with any of the
Windows installers at
  http://pyyaml.org/wiki/PyYAML
you could download the zip or tarball and run
  $ python setup.py install
in the unpacked directory.
