I feel for Nagabhooshanam I have found getting the cross compiler working on Windows very difficult (compared to Linux, but no picnic there either).
I usually resort to the tools provided by the silicon manufacture <https://www.ti.com/tool/CCSTUDIO> and end up with several Eclipse based IDEs.
