You don't have to rely on a hosting provider to practice CGI and Perl. Just download and install a webserver on your own computer, such as Apache or Xitami. Or you can download IndigoPerl at http://www.indigostar.com/indigoperl.htm, which makes it really easy to install a Perl/CGI enabled local Apache webserver. Hope this helps.
