Syntactically, nothing, but you're not doing what you said you want done.
You're sorting by country first, then city. If you could give us an example
of your data, an example of how that data should come out
(ordering-wise), and an example of how the data is coming out now with an
explanation about why it's not correct, it'd be helpful.
